Kit Distribution and Management

Implied Consent is responsible for distributing toxicology specimen kits for the State of Alabama. To better manage our inventory, we now monitor the number of kits submitted versus those received from each agency and trooper post across the state. This helps track usage accurately and reduces the risk of stockouts.

We encourage agencies to routinely monitor their own kit inventory. If you have expired kits, please return them to our laboratory at:

Breath Testing Supplies

In addition to toxicology specimen kits, Implied Consent also manages the distribution of breath alcohol testing supplies statewide. These include:

  • DMT mouthpieces for the Intoximeter DMT Dual Sensor

  • AST-60 and AST-61's

  • Toner cartridges for Intoximeter DMT Dual Sensor printer units

Agencies should monitor their supplies regularly and request replenishment as needed to ensure uninterrupted breath alcohol testing operations.

DUI Kits (Antemortem)

Antemortem DUI kits contain:

  • Two 10-mL gray-stopper blood collection tubes

  • One Quantisal® oral fluid collection device

Important Notes:

  • Please use any older kits before ordering newly designed ones.

  • DUI kits are marked with an expiration date, which relates to the vacuum within the blood collection tubes. While expired tubes do not invalidate results, reduced vacuum may decrease the specimen volume collected, limiting the scope of analysis.

  • Expired tubes should be replaced with similar tubes from hospital stock when possible.

  • Always verify the presence of the additive (white powder) before use.

Postmortem Kits

Postmortem kits are intended only for coroners to collect specimens from deceased subjects. Each kit contains:

  • Two 30-mL screw-cap containers (one for blood, one for urine)

  • A collection needle and syringe

  • Security seals

Collection Guidelines:

  • Completely fill both containers with their respective specimens to allow for a full scope of analysis.

  • Postmortem kits will not be distributed outside of coroner offices.

DFSA Kits (Drug-Facilitated Sexual Assault)

In suspected DFSA cases, the preferred specimens are urine and blood:

  • Urine: Collect within 120 hours of the incident, if possible. A volume of ~100 mL should be collected in a sodium-fluoride–preserved specimen cup and stored refrigerated.

  • Blood: Collect within 24 hours of the incident. At least 12 mL should be collected in a gray-top tube containing sodium fluoride (preservative) and potassium oxalate (anticoagulant). Store refrigerated.

Additional Uses:

  • DFSA kits may also be used for suspected chemical endangerment or child endangerment cases.

Distribution Restrictions:

  • DFSA kits are provided only to SANE nurse coordinators or law enforcement upon request.
